Consultancy Assignment: Research and assessment of connections and complementarity among various Horn of Africa borderlands-relevant policies, frameworks, and agreements
Life & Peace Institute (LPI)About This Role
This is a senior-level consultancy role with the Life & Peace Institute, focused on analyzing how regional and continental policies interact in practice within specific Horn of Africa borderlands. Rather than implementing programs, the consultant will produce a critical assessment of policy coherence across frameworks like AfCFTA and IGAD initiatives, with fieldwork in the Karamoja and Moyale clusters. It suits an experienced researcher or policy analyst who understands the gap between high-level agreements and on-the-ground realities in cross-border governance.
What the Requirements Say About This Role
The implied profile is someone with deep knowledge of peacebuilding, regional integration, and borderland dynamics, likely with a background in political science, conflict studies, or international development. The emphasis on "connections and complementarity" suggests the client values analytical thinking over mere description—they want a consultant who can identify systemic gaps and contradictions. Given the seniority level, proven experience leading multi-stakeholder research in fragile or border contexts is non-negotiable.
How to Approach This Application
Your proposal should not just list past projects but show how your methodology will uncover practical disconnects between policies—for example, where AfCFTA's trade goals clash with national security restrictions in border zones. Emphasize your ability to engage with diverse stakeholders (government, regional bodies, local communities) and your familiarity with both the Karamoja and Moyale clusters. LPI likely prioritizes consultants who can deliver actionable recommendations, not just academic analysis.
Who This Role Suits
This role is ideal for a seasoned consultant who thrives on complex, multi-level policy analysis and has existing networks in the Horn of Africa. It is moderately competitive, as the niche expertise required narrows the applicant pool, but strong local knowledge and a track record with similar assignments will set you apart.
The Life & Peace Institute (LPI) is seeking a qualified consultant to undertake a research and analytical study on the connections, complementarity, and gaps among key policies, frameworks, and agreements shaping borderland governance in the Horn of Africa.
The study will examine regional, continental, and national instruments related to cross-border trade, mobility, peacebuilding, regional integration, and border governance, including frameworks such as the African Continental Free Trade Area (AfCFTA), the African Union Border Governance Strategy, the Niamey Convention, and IGAD initiatives.
Focusing on borderland areas across the Karamoja and Moyale clusters, the research will assess how these frameworks interact in practice, identify opportunities and challenges for harmonisation, and analyse their implications for peacebuilding, resilience, inclusion, and regional cooperation. Particular attention will be given to gender, intersectionality, and the needs of pastoralists, women, youth, and persons with disabilities.
Applicants should have demonstrated expertise in regional integration, border governance, cross-border trade, peacebuilding, and policy analysis in the Horn of Africa, alongside strong research, analytical, and writing skills.
