consultancy services to provide Labour System Impact Assessment on JobTech Ecosystem Interventions: A Study on Systemic Change and Youth Employment Outcomes (advertised for the 2nd time)
SNVAbout This Role
This consultancy is about evaluating how digital job platforms (JobTech) are reshaping youth employment in Ethiopia—specifically whether these interventions create lasting, systemic shifts rather than temporary fixes. You will design and lead a mixed-methods study that connects on-the-ground realities (interviews with women, youth, platform owners) with broader policy and market changes. The role suits an experienced researcher or development professional who understands both labor markets and systems thinking, and who can translate complex data into actionable recommendations for a major donor-funded program (LIWAY, implemented by SNV).
What the Requirements Say About This Role
The call for a “Labour System Impact Assessment” signals that SNV needs someone who can go beyond counting jobs created—they want to measure how the ecosystem has changed. The listed seniority (5-8 years) implies the consultant must have a track record of designing and executing rigorous mixed-methods research, likely with experience in value chain analysis, market systems development (MSD), or youth employment programming. Proficiency in qualitative tools (key informant interviews, focus groups) and quantitative analysis (survey data, program metrics) is implied, as is familiarity with gender and social inclusion lenses. The fact this is advertised a second time may mean they seek a candidate who can hit the ground running with minimal supervision.
How to Approach This Application
Your proposal should emphasize your ability to study systemic change—not just outputs. Highlight any past work where you measured shifts in market rules, norms, or power dynamics (e.g., policy changes, platform adoption by women, or employer behavior change). Since this is a consultancy, you must show you can deliver a polished report within a strict timeline. In your technical approach, be specific about how you’ll triangulate data from different stakeholders (e.g., comparing user interviews with program data) and how you’ll ensure gender and youth perspectives are not just add-ons but central to the analysis. Also, mention your familiarity with Ethiopia’s digital labor landscape—this will signal you understand the context without needing extensive briefing.
Who This Role Suits
This role is best suited for a mid-career research consultant or development specialist who enjoys analytical rigor and has worked with donor-funded programs (e.g., DFID, EU, World Bank). It is moderately competitive given the niche focus, but the second advertisement suggests a narrower pool—so a strong, context-aware proposal will stand out.
Scope of Work
The consultant will be responsible for a mixed-methods study, which includes:
- Desk Review: Analyze LIWAY program documents and reports related to JobTech and youth employment including youth employment strategies.
- Data Collection: Conduct interviews and focus group discussions with LIWAY staff, partners, platform owners, similar actors, relevant stakeholders and users including women and youths. The consultant will also analyse existing program data.

- Systemic Change Measurement: Assess the project's contribution to systemic change, including changes in the policy environment, market conduct, and rules of the game for the JobTech sector. This will involve analysing direct impacts, indirect impacts and broader systemic results using a standard contribution analysis framework.
- Validation: Present key findings to stakeholders in a workshop or to the team to gather feedback.
