The Deputy Country Director (DCD) is a senior leadership role responsible for driving the integration of sustainable health financing within MSIE’s reproductive health and social enterprise programming. Reporting directly to the Country Director, the DCD provides strategic and operational leadership to strengthen health systems through domestic resource mobilization, innovative financing mechanisms, and financially sustainable service delivery models. As a key member of the Senior Leadership Team, the DCD ensures that MSIE’s hybrid social enterprise model effectively expands access to high-quality, affordable healthcare services.
Key Responsibilities
1. Strategic Leadership & Health Financing
Lead the design and execution of health financing strategies that advance the organization social enterprise model and sustainability approach.
Ensure health economics and sustainability principles are embedded in MSIE’s strategic planning and program design.
Identify strategic, programmatic, and financial risks, and implement mitigation strategies.
Conduct regular deep dives into client demographics to determine who can pay full price, who needs subsidies, and who require free care under our social business approach and donor funded projects.
Implement KPIs that track the "Self-Financing Ratio" (the percentage of operating costs covered by generated income) at the facility level.
2. Resource Mobilization & Partnerships
Serve as the lead interface with government institutions (including the Ministry of Health), donors, and development partners on health financing reforms.
Drive domestic resource mobilization and develop innovative financing mechanisms, including insurance and risk-sharing models.
Oversee government relations, including agreements, compliance, and alignment with national policies.
3. Operational Oversight & Delivery
Provide strategic oversight to the operation leadership, including Program Development
Ensure programmes are evidence-driven, cost-effective, and aligned with MSI global standards.
Oversee budget performance, including burn rates and resource allocation, in close collaboration with finance and program and operations teams.
Lead performance reviews to drive delivery against impact and sustainability targets.
4. Leadership & Organizational Development
Build and mentor high-performing teams, fostering a culture of accountability, innovation, and collaboration.
Strengthen internal capacity in health financing, insurance systems, and financial management.
Resolve cross-functional bottlenecks and promote integrated ways of working.
5. Strategic Sustainability & Social Business Leadership
Lead MSIE’s transition toward a financially sustainable social enterprise model.
Support the balance between donor-funded programs and revenue-generating service delivery channels
Identify and pilot new business opportunities, including social marketing of health products.
6. Strengthening Business & Financial Acumen
Champion a culture of financial discipline and business-oriented thinking across teams.
Build staff capacity to understand and manage key financial metrics, including unit costs, cost recovery, and return on investment.
Coach program leaders apply business strategies in diverse operational contexts.
7. Operational Excellence & Market Positioning
Oversee the expansion of social business networks and private sector engagement.
Promote market-driven innovations to improve efficiency, client satisfaction, and impact.
Monitor performance using both social impact indicators and financial sustainability KPIs.
Master’s degree (MBA, MPH, MSc) in Health Economics, Health Financing, Business Administration, or a related field.
Experience
Minimum of 10 years’ senior-level experience in health financing, health systems strengthening, or large-scale program leadership.
Demonstrated experience in managing complex donor-funded programs and leading financial sustainability or reform initiatives.
Core Competencies
Health Financing Expertise: Strong understanding of health insurance systems, provider payment mechanisms, and public financial management, ideally within Ethiopia or similar contexts.
Business Acumen: Ability to apply commercial and financial principles within a development or NGO setting.
