Who This Role Suits
This role is best suited for a junior professional with 1–3 years in procurement or logistics, ideally within an NGO or development project, who thrives on process compliance. The purchase officer carries out the purchases for the programs and structure for his/her assigned base. He/she is one of the guarantors for implementing and respecting Solidarités International purchase procedures. He/she is responsible for filing and archiving logistics documents linked to purchases.
List of main activities:
Knowledge and monitoring of the market:
Take part in the analysis of the local purchasing environment
Update price lists and supplier files
Implementation of purchasing process:
Receive and process requests for quotes and Procurement Lines (PLs) after verification and approval by his/her line manager
Implement purchases while respecting the rules and approval procedures established by donors and Solidarités International
Ensure that products purchased correspond to the requirements of the requester in terms of quantity and quality
Ensure that the format of, and information on quotes and invoices comply with regulations
Ensure compliance with administrative procedures for the management of advances and payment of suppliers
Establish and archive purchasing files in accordance with the rules of Solidarités International and its donors, ensuring proper filing in both electronic systems (Sharepoint and LINK) and hard-copy archives
Monitor and update PLs and Procurement Files (PFs)
Close all PFs
Reporting/Capitalization:
Ensure the compilation of price lists and suppliers
Ensure the monitoring of PLs and inform purchase officers of the status of their orders
Education:
Degree in Logistics, Supply Chain Management, Business Administration, or a related field.
Experience:
1-3 years of experience in procurement or any related field
Field based and humanitarian experience is appreciated
Other:
A high level of fluency in Tigrinya is a mandatory requirement for this role
Other local languages is an asset
English proficiency is appreciated
Skills:
- Good understanding of supply chain processes, procurement, and inventory management. Ability to negotiate with vendors, manage purchase orders, and ensure compliance with procurement procedures.
- Highly organized with strong multitasking skills to handle multiple logistical functions (fleet, procurement and stock).
- Ability to prioritize and plan effectively to support timely operations.
- Keen eye for details, especially in documentation, compliance, and inventory tracking.
