Purpose of the Assignment

To analyse existing national and regional policies, strategies, and guidelines related to Facial Cleanliness and Environmental Improvement (F&E) and broader NTD programming in Ethiopia, with the aim of identifying enablers, gaps, and opportunities for improving the policy environment that supports trachoma elimination efforts.

Specific Objectives

The study aims to:

  1. Identify national and regional policies, strategies, and guidelines that support F&E and/or broader NTD programming.

  2. Assess the extent to which these documents prioritize and operationalize commitments to F&E interventions specific to trachoma. Examine guiding principles for NTD programming embedded within these frameworks, including equity, sustainability, and inter-sectoral collaboration.

  3. Analyze the effectiveness and applicability of current policies and guidelines in informing the design and implementation of future trachoma and NTD programs.

  4. Provide policy recommendations to strengthen the enabling environment and advocacy agenda for sustained trachoma elimination.

A consultancy Firm with Proven working experience in analysing national and regional policies, strategies, and guidelines of Health, WASH, NTD, ONWP, TSEDU and Implementing organizations. Very good knowledge and experience in policy analysis methodologies – quantitative, qualitative and mixed approach.
