BACKGROUND
Adolescents make up 16% of the global population, with Africa having the youngest population, 70% under the age of 30. In Ethiopia, over 70% of the population is under 30, and approximately 22 million people are between the ages of 15 and 29. This youth bulge represents a critical opportunity for development if young people are empowered with the right skills and platforms for participation.
Yet, youth unemployment and skills mismatch remain key challenges. As of recent estimates, 17.5% of Ethiopian youth (ages 15–24) are not in employment, education, or training (NEET), and nearly 70% of young people lack access to formal skills training, particularly in rural and displacement-affected areas. These gaps hinder their transition into meaningful work and civic engagement.
In response and guided by the Ethiopia Country Programme Document (CPD), CLIENT ’s education strategy prioritizes youth empowerment. Under Output 4, the goal is that by 2030, more adolescents will access gender-responsive skills and learning opportunities to transition successfully into work. Through the Prospect 2.0 project, in partnership with ILO, MoWSA, and RRS, CLIENT is enhancing access to education, transferable skills, and sustainable livelihoods, while supporting key frameworks such as the National Youth Development Policy.
OBJECTIVES, PURPOSE & EXPECTED RESULTS
Purpose of the Assignment
The purpose of this assignment is to support the implementation of youth engagement and empowerment initiatives under the Prospect 2.0 project, targeting adolescents and young people (ages 15–24) across five regions of Ethiopia: Amhara, Somali, Afar, and Addis Ababa. The initiative aims to strengthen youth capacity, amplify their voices, and promote meaningful participation in civic life, peacebuilding, and community development through inclusive, participatory, and gender-responsive approaches.
To achieve this, CLIENT is outsourcing an experienced human resource provision firm to organize a series of structured youth-focused activities. These include organization capacity building, leadership and life skills training, civic engagement workshops, community volunteering drives, peer-to-peer,

learning, and advocacy platform facilitation. The firm will be responsible for hiring qualified professionals to deliver content, managing logistics, and ensuring youth-friendly, context-appropriate implementation across all targeted regions.
General Objective
To enhance the enabling environment for displaced and host community youth by building their leadership, advocacy, and communication capacities; fostering inclusive participation in civic and economic life; and strengthening youth-led platforms and civil society networks, ultimately contributing to long-term social cohesion and youth-driven development.

- Improved youth skills and leadership capacity:
Youth from displaced and host communities will gain practical competencies in leadership, life skills, and advocacy, enabling them to meaningfully engage in local development and peacebuilding efforts. - Expanded youth participation in civic and community initiatives:
Youth will be actively involved in community volunteering, outreach campaigns, environmental protection, and local advocacy initiatives, demonstrating increased confidence and civic responsibility. - Strengthened youth-led associations and CSOs:

DESCRIPTION OF THE ASSIGNEMENT
This assignment focuses on contracting an experienced human resource service provider to support the delivery of youth engagement and skill-building activities under CLIENT ’s Prospect 2.0 project across four regions: Afar, Amhara, Somali, and Addis Ababa. The firm’s primary responsibility will be to identify, recruit, and manage qualified professionals, including trainers, facilitators, and technical experts, who will implement structured training sessions for youth aged 15–24 from both displaced and host communities. The final approval of all selected trainers will be made by the designated CLIENT focal point.
Each training should align with CLIENT ’s thematic focus on organizational capacity building, leadership, life skills, civic engagement, and advocacy, ensuring that the content is relevant, inclusive, and tailored to the local context. Trainers are expected to deliver sessions using participatory, youth-friendly methodologies.
In addition to managing training delivery, the service provider will be responsible for:
- Developing or contextualizing training materials based on content provided or approved by CLIENT . Draft training manuals and materials should be submitted in advance for review.
- Submitting the final PowerPoint presentations and facilitator materials to CLIENT after each session.
Conducting pre- and post-training assessments to measure knowledge gains and skill acquisition.
- Documenting each training through detailed session reports that include attendance records, a summary of discussions, key outcomes, and trainer reflections.
- Capturing quality photos and participant testimonials (with consent) to support visibility, advocacy, and reporting.
- Collecting participant feedback to inform future improvements and ensure responsiveness to youth needs.
- Ensuring gender and disability inclusion in facilitation approaches and content delivery
The assignment will run over a 12-month period and requires close coordination with CLIENT focal points at both national and regional levels to ensure quality, consistency, and responsiveness to contextual realities. The firm must be able to deploy skilled trainers to each target region and maintain high standards of delivery, documentation, and reporting throughout the assignment.

DELIVERABLES / REPORTING REQUIREMENTS
The service provider is expected to ensure the timely and high-quality implementation of all training-related activities under Prospect 2.0 project. This includes recruiting qualified personnel, submitting necessary documentation, and coordinating with CLIENT focal points at national and regional levels. In the off chance the institution can’t provide trainers in the context of the regions and speaking the language, the translators will be used in the facilitation of the training.
Upon engagement of the required human resources for training delivery, the contracted firm will:
a) Submit to CLIENT detailed information on all personnel recruited for each training topic, including the name, role (trainer, facilitator, technical expert), the specific training module assigned, agreed rate, and associated bank details (bank name, branch, and account number) for payment processing.
b) Provide CLIENT with a monthly summary report outlining the status of trainer engagements, payment disbursements made, remaining balances, and any pending personnel contracts.
c) Indicate the expected date for the next personnel payment request, ensuring regular and transparent financial coordination with CLIENT.
LOCATION AND DURATION
The assignment will be implemented over a 12-month period from the date of contract signature. Activities will be carried out across four target regions in Ethiopia: Afar, Somali, Amhara, and Addis Ababa.
The service provider must be prepared to deploy qualified trainers and facilitators to each of the four target regions as per the agreed implementation schedule, in coordination with CLIENT regional and national focal points. Flexibility and adaptability to local conditions, including access constraints or scheduling changes, will be essential throughout the project duration.
PROJECT MANAGEMENT
The contract will be managed by the CLIENT Education Section, with oversight provided by the Youth and Skills Development focal points at both the country and field office levels. The assigned CLIENT technical team will be responsible for coordinating content validation, approving trainers, monitoring training quality, and reviewing all deliverables submitted by the service provider.
A designated focal point from CLIENT will serve as the primary liaison to ensure regular communication, provide guidance, and facilitate coordination between regions. The service provider is expected to assign a project manager to oversee recruitment, deployment, training quality, and reporting, and maintain consistent contact with CLIENT throughout the contract period.
Regular check-ins, including virtual or in-person meetings, will be conducted to review progress, address challenges, and adjust implementation plans as needed. All training content, materials, and deliverables must be submitted to CLIENT for review and clearance prior to implementation.
PAYMENT SCHEDULE
Payments under this contract will follow a reimbursement model, whereby the service provider will pre-finance activities and submit detailed documentation for cost recovery. Reimbursement requests must include valid receipts, payroll breakdowns, trainer attendance sheets, and supporting deliverables (e.g., training reports, assessment summaries, and photos).
CLIENT will review and verify all submissions before processing payments. Disbursements will be made on a monthly or milestone basis, depending on the volume and completion of activities, and upon approval of satisfactory deliverables by the designated CLIENT focal point.
Minimum Qualifications
Education: Master’s degree in the specific field of expertise (e.g., Development Studies, Law, Communication, Environmental Studies, etc.).
Experience: Minimum 8 years of progressively responsible experience in managing and delivering youth-focused projects or training in development/humanitarian contexts
Mandatory Experience: Proven experience working with and delivering training to displaced people (Refugees/IDPs) and in war-affected areas.
Desirable Experience: Experience in the integration of displaced populations into host community activities.
Skills: Proven expertise in participatory facilitation methods that actively engage youth. Experience training youth-led organizations is a strong asset.
Regional Context: Proven ability to deploy and work effectively in the specified regions is highly desirable.
