MESMER PROGRAM

MESMER is a 5-year programme launched in October 2022 to support 72,200 MSMEs and 410,800 jobs by creating access to finance for micro, small, and medium enterprises (MSMEs) to realize their growth prospects and resilience. MESMER works to provide support to MSMEs through business development support, psychosocial services, and technical assistance to financial institutions. MESMER is a countrywide programme implemented by Mastercard Foundation in partnership with FC Africa as part of the Foundation’s Young Africa Works strategy and aiming to create dignified and fulfilling work for the youth, the majority of them women.

The Programme has the following four-pillar/components driving to meet its objectives: a) Grants and soft loans to MSMEs through a risk-sharing liquidity fund arrangement, b) Technical assistance to financial institutions, c) Business development services and life skills, and d) Psychosocial support. The FDRE Ministry of Labour and Skills is the main government counterpart for the program. Other partners include financial institutions (microfinance institutions, banks, and digital financial service providers), BDS, and psychosocial support providers. 

BACKGROUND OF THE ASSIGNMENT 

Improving the financial capability of MSMEs remains central to expanding inclusive finance and strengthening the effective use of financial services. The National Financial Education Module, developed by the National Bank of Ethiopia in collaboration with Mastercard Foundation and FC Africa, provides a standardized and nationally endorsed framework to guide financial education delivery across the country. However, its outreach and practical application are constrained by language barriers and the limited availability of certified trainers at regional and local levels who are able to deliver the content in a consistent and contextually appropriate manner.

In order to ensure that financial education reaches MSMEs and youths in a format that is accessible, practical, and aligned with local realities, there is a need to translate the core training material into major regional languages and to produce simplified information, education, and communication material that can be used for awareness creation and training purposes. In parallel, a structured Training of Trainers (ToT) program is required to build the capacity of involved stakeholders' ability to deliver the National Financial Education Module using standardized methodologies.

This assignment is therefore intended to support the translation of the National Financial Education Module and the Trainers’ Manual into Afaan Oromo and Sidama, the development and printing of multilingual promotional materials, and the delivery of Training of Trainers in selected regions and cities.

OBJECTIVE OF THE ASSIGNMENT

The overall objective of the assignment is to enhance the accessibility, quality, and consistency of financial education delivery by making the National Financial Education Module available in major local languages and by establishing a certified pool of trainers at the regional level. The assignment is also expected to support the development of user-friendly and context-appropriate promotion materials that can be used for awareness creation and training support.

Specific Objective

  • Translation of the National Financial Education Module into the Afaan Oromo and Sidama languages while maintaining the technical accuracy, clarity, and integrity of the original document.

  • Translation of the National Financial Education Module Trainers’ Manual into Amharic, Afaan Oromo, and Sidama languages while maintaining the technical accuracy, clarity, and integrity of the original document.

  • Producing practical and visually accessible promotion materials such as brochures and leaflets in English, Amharic, Afaan Oromo, and Sidama languages.

  • Delivering a structured and tailored Training of Trainers (ToT) program in selected 3 regions (Amhara, Oromia, and Sidama) and in three to five cities (Such as Bahir Dar, Hawassa, and Adama). Leading to the training and certification of 125-150 participants (25-30 participants per session) from relevant stakeholder institutions. 

SCOPE OF WORK

Under this assignment, the service provider will be responsible for undertaking the following tasks

Translation of the National Financial Education Module

  • The service provider shall translate the National Financial Education Module into Afaan Oromo and Sidama Languages.

  • The translation must maintain the technical integrity and intended learning outcomes of the original document while ensuring clarity, readability, and contextual relevance for youth learners and field-level delivery.

  • The translated version shall undergo a structured quality assurance process, including professional editing and validation.

Translation of The National Financial Education Trainers’ Manual

  • The service provider shall translate the Trainers’ Manual into Amharic, Afaan Oromo, and Sidama languages.

  • The translated manual must preserve the instructional flow, facilitation guidance, and methodological approach of the original document so that trainers are able to deliver the module in a standardized and effective manner.

  • The final versions shall be submitted after incorporating comments from the review process

Development, Printing, and Delivery of Promotion Materials (Brochure and Leaflets)

  • Based on the translated content, the service provider shall develop brochures and leaflets that present the key financial education messages in a simplified and user-friendly format.

  • These materials should be prepared in English, Amharic, Afaan Oromo, and Sidama languages. The layout, graphics, and messaging shall be aligned with the national financial education framework and approved by the National Bank of Ethiopia (NBE) for printing.

  • The service provider should print the approved brochures and leaflets in the agreed quantities.

  • The printing shall meet acceptable professional standards in terms of paper quality, color layout, and durability.

Training of Trainers (ToT) Delivery

  • The service provider plans and delivers ToT programs in 3 regions and 3 to 5 cities, including Bahir Dar, Adama, and Hawassa, while the remaining 2 cities will be determined in consultation with NBE.

  • Each training session shall include 25 to 30 participants, and the total number of trainees to be trained and certified will be 125 to 150 participants.

  • The ToT shall cover the content of the National Financial Education Module, facilitation skills, learning methodologies, and practical delivery techniques.

  • The service provider shall also prepare training materials, administer pre and post training assessments, and certify participants who successfully meet the required standards. (costs relating to training venue, lunch and refreshment for the TOT will be covered by FC Africa, while other administrative costs will be covered by the service provider)

DELIVERABLES AND TIMEFRAMES 

The assignment is expected to be completed within eight (8) weeks. The deliverables are listed in the table below. All deliverables are subject to review and approval by the National Bank of Ethiopia.

  • Professionally edited and designed materials produced in Amharic, English, Afaan Oromo, and Sidama languages. 
  • Printed copies of brochures and leaflets delivered in the agreed quantities and quality standards.
Week 3
Training of Trainers (ToT) Delivery in Five Cities
  • Preparation of a standardized ToT facilitation guide and training schedule. 
  • Delivery of five ToT sessions for a total of 125-150 participants (25-30 participants per session) in the selected cities, including Bahir Dar, Adama, and Hawassa, with the remaining two cities to be confirmed.

Training Documentation and Reporting
  • ToT completion report for each city, including participant profiles, training evaluation results, key implementation observations, and photo documentation.

REQUIRED QUALIFICATIONS

The service provider must demonstrate the following qualifications:

  • At least 5 years of proven experience in implementing assignments related to financial education, capacity building, preferably within financial inclusion, MSME development, or community-based programs

  • Demonstrated track record in developing or translating technical training manuals, educational modules, or similar knowledge products into Ethiopian local languages, with proven ability to ensure accuracy, clarity, cultural appropriateness, and consistency of terminology across languages.

  • Strong coordination capacity with government institutions, financial institutions, and community structures.

  • Availability of qualified technical staff, including translation and language experts, financial education or training specialists, and project coordination and quality assurance personnel

  • Prior experience in designing, formatting, and producing information, education, and communication materials

  • More than 5 years demonstrated experience in planning and delivering ToT for diverse stakeholders in areas of access to finance and financial literacy.

  • Experience in delivering assignments across multiple regions and coordinating logistics in different cities, including participant management, training documentation, and reporting.

  • Strong organizational and project management capacity, including the ability to deliver within tight timelines and across multiple workstreams simultaneously

  • Formally registered firms can form a consortium with a clear and structured arrangement to effectively provide translation and ToT design and delivery. In case of a consortium, a lead firm must be designated and shall be fully responsible for contract execution

WORKING ARRANGEMENT

  • The service provider will be working under a contract with FC Africa plc. The service provider will report directly to the MESMER BDS and Credit team.

  • The service provider is obligated to work within the required deadlines and be available by schedule, which can be adapted at any time as deemed necessary.
