DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.
DCA Ethiopia Office is looking for a competent Emergency Cash Specialist
Position Objective
The Emergency Cash Specialist will serve as the technical lead for all Cash programming within DCA Ethiopia. This role is responsible for ensuring the high-quality design, program implementation, and monitoring of multi-purpose cash assistance (MPCA) and sector-specific cash interventions. The Cash Specialist will provide strategic guidance to DCA staff and partners, represent DCA mainly in the Ethiopian Rapid Response Mechanism (ETRRM) and Ethiopia Cash Working Group (ECWG), and ensure alignment with the DCA and donor guidelines and standards.
Purpose
- Contribute to the development and update of DCA Ethiopia’s humanitarian strategy document focusing on MPCA strategy, ensuring it aligns with the Global DCA Humanitarian Strategy and the Ethiopia Humanitarian Response Plan (HRP) and donor requirements
- Lead need and market assessments, financial service provider (FSP) mappings, and digital landscape analyses to prepare a proposal and determine the appropriateness of cash and voucher assistance in DCA operational areas
Develop and refine humanitarian program SOPs for MPCA, covering beneficiary targeting, registration, delivery mechanisms, and encashment processes to use for DCA internally and partners.
Engagement
- Actively participate in humanitarian needs assessment, market analysis and development of strategies and response mechanism related to cash transfer and voucher programming across DCA operations
- Review and provide technical input on humanitarian program proposal development and donor report preparation in collaboration with mainly DCA field offices, MEAL and Business Development and Innovation units.
- Organize and facilitate mentoring and on job training to DCA staff and local partner capacity building initiatives related to cash transfer and voucher programming competencies
- Participate and represent DCA in Cash Working Groups and cash related coordination forums and technical discussions and closely work with other consortium, FSPs and local implementing partners and government bodies
Delivery
- Lead the documentation of DCA humanitarian program success and lesson learnings for scaling up future program interventions to share good practices with relevant stakeholders and donors.
Promote the use of innovative technologies in emergency cash interventions (e.g., e-vouchers, mobile money, Redrose/biometric registration) to improve program efficiency and accountability.
Job Requirement
- Master’s degree in Disaster Risk Reduction, Food Security, Economics, International Development, Social Sciences, Agriculture or a related field.
- Minimum of 7 years of experience in humanitarian programming, with at least 4 years specifically focused on MPCA.
- Proven experience working in complex emergencies in Ethiopia both in refugee and hosting community’s context (e.g., drought, conflict-induced displacement, and other natural disaster impacts).
- Deep knowledge of Sphere Standards, CALP principles, and the Core Humanitarian Standard (CHS).
Technical Skills
Proficiency in market analysis tools (e.g., RAM, MAG, EMMA).
Experience with digital data collection platforms (KoboCollect, CommCare).
Strong understanding of "Do No Harm" and protection mainstreaming in cash programming.
Excellent diplomatic and negotiation skills for consortium and government relations.
Fluency in English (written and spoken).
