Key Responsibilities
Under the overall guidance of the Project Manager, the Environmental Expert will undertake the following tasks:
1. Environmental and Social Impact Assessment (ESIA):
o Conduct detailed assessments of potential social and environmental impacts related to water sourcing, abattoir construction, livestock markets, and road infrastructure projects.
o Develop mitigation measures to address identified impacts and ensure adherence to regulatory and donor requirements.
2. Implementation of Safeguards:
o Establish and oversee implementation of environmental and social safeguards in line with IGAD and KfW standards.
o Monitor compliance with Ethiopian environmental regulations and standards in collaboration with regional government bodies.
3. Community Engagement and Stakeholder Coordination:
o Facilitate meaningful engagement with communities, local authorities, and key stakeholders in the Moyale area.
o Promote social inclusion, with a focus on vulnerable groups including refugees, migrants, and local youth.
4. Training and Capacity Building:
o Provide training to project staff, contractors, and community representatives on environmental and social safeguard protocols.
o Design and implement capacity-building initiatives for sustainable community engagement and environmental awareness.
5. Monitoring and Reporting:
o Develop and implement an Environmental and Social Management Plan (ESMP) and monitor its execution.
o Prepare and submit regular progress reports, highlighting compliance status and addressing any challenges.
6. Risk Management:
o Identify and manage potential risks, conflicts, or impacts related to social dynamics, environmental degradation, and project-induced migration or displacement.
o Establish grievance mechanisms to address community concerns promptly and transparently.
Qualifications
Education: Advanced degree in Environmental Science, Social Sciences, Environmental Engineering, or a related field.
Experience:
o Minimum of 7 years of experience in social and environmental management, preferably in the infrastructure sector and/or humanitarian settings.
o Previous experience with international donors and standards, particularly KfW, IGAD, or equivalent, is highly desirable.
Skills and Competencies:
o Strong knowledge of ESIA processes, ESMP development, and compliance monitoring.
o Proven ability in stakeholder and community engagement, especially in diverse and potentially vulnerable populations.
o Demonstrated knowledge of Ethiopian environmental laws and regulations.
o Excellent written and verbal communication skills, with proficiency in English. Knowledge of local languages is an advantage.
