Name of Project: Joint Programme on “Strengthening the Institutional Capacity of the National Gender Machineries in Ethiopia”

The Joint Programme “Strengthening Institutional Capacity of Gender Machineries in Ethiopia” (2025–2027), led by UN Women and UNFPA in collaboration with MoWSA, BoWSAs, and statistical institutions with support from the European Union Delegation in Ethiopia and the Spanish Cooperation Agency, aims to Enhance gender planning, implementation, monitoring and reporting systems, Improve production, analysis, and use of gender statistics and Advance gender mainstreaming in national and regional programs.

The Programme targets MoWSA, BoWSAs in Afar, Amhara, Gambella, Somali and Tigray, sectoral gender directorates, and key statistical institutions, indirectly benefiting women and girls nationwide by strengthening institutional capacity to deliver equitable services.

The Ministry of Women and Social Affairs has given lead to recruit the Senior Programme Coordinator, Finance Coordinator and Senior Sector Specific Technical Assistant for the implementation of Joint Programme on “Strengthening the Institutional Capacity of the National Gender Machineries in Ethiopia”.

The Ministry of Women & Social Affairs has intended to invite qualified eligible individuals to indicate their interest in providing the services. Therefore, the Ministry of Women and Social Affairs now invites committed, experienced and competent local applicants for the following positions.

The Scope of Services and key Responsibilities

The Senior Sector Specific Technical Assistant will provide technical, analytical, and coordination support to the Ministry of Women and Social Affairs to strengthen the mainstreaming of gender equality and women’s empowerment across national policies, strategies, programs, and institutions.

The position supports the Ministry’s mandate in promoting women’s rights, advancing gender responsive development, and ensuring compliance with national and international gender equality commitments

The scope of the assignment and the responsibilities of the Senior Sector Specific Technical Assistant will include but not limited to the following tasks:

A. Technical Support on Gender Equality and Women’s Empowerment

  • Provide technical advice to the Ministry on gender equality, women’s rights, and gender mainstreaming in laws, policies, strategies, programs, and action plans.
  • Support the integration of gender responsive approaches in sectoral policies and national development frameworks.
  • Contribute to the development, review, and revision of gender related policies, strategies, guidelines, and implementation manuals.
  • Support the Ministry in promoting women’s political, economic, and social empowerment, including addressing structural barriers to gender equality.

B. Policy Analysis and Knowledge Management

  • Conduct or support gender analysis, policy reviews, and situation assessments relevant to women and girls.
  • Compile, analyze, and synthesize sexdisaggregated data and gender statistics to inform evidence based decision making.
  • Prepare policy briefs, concept notes, background papers, talking points, and technical reports related to gender equality and women’s empowerment.
  • Support documentation of best practices, lessons learned, and innovations in gender equality programming.

C. Coordination and Stakeholder Engagement

  • Support coordination between the Ministry and line ministries, regional bureaus, women’s institutions, and other government bodies on gender equality commitments.
  • Provide technical support to national gender coordination platforms and inter ministerial mechanisms.
  • Liaise with development partners, UN agencies, civil society organizations, and women’s rights organizations on gender related initiatives.
  • Contribute to consultations, workshops, trainings, and policy dialogues on gender equality issues.

D. Capacity Development and Mainstreaming

  • Support the design and delivery of capacity building activities for government officials on gender mainstreaming and gender responsive planning and budgeting.
  • Provide technical inputs into training materials, toolkits, and guidance notes on gender equality.
  • Support institutional strengthening efforts to enhance the Ministry’s leadership role on gender equality and women’s empowerment.

E. Support to National and International Commitments

  • Assist the Ministry in monitoring and reporting on national and international gender equality commitments, including regional and global frameworks on women’s rights.
  • Support preparation of inputs for national reports, progress updates, and reviews related to women and gender equality.
  • Contribute to follow up actions and coordination related to gender related recommendations and commitments.

Required Qualifications/Competences and Experience

 Education፡ Minimum of a Master’s degree in Gender Studies, Women’s Studies, Social Sciences, Development Studies, Public Policy, Law, or a related field.

Experience

  • At least 10 years of relevant professional experience in gender equality, women’s empowerment, or gender mainstreaming.

  • Demonstrated experience working on gender policy development, analysis, or program implementation.

  • Experience working with government institutions, preferably within the public sector or ministries.

  • Familiarity with national gender equality frameworks and women’s rights issues is a strong asset.

  • Ability to prepare clear presentations and briefing materials for senior officials.

Duration of the Assignment and implementation arrangements for the above three positions.

  • Duration: Minimum one-year contract, renewable based on performance, resource availability and programme needs.
