Project for Resilient Reconstruction of Conflict-Affected Communities in the Northern Ethiopia
This project, led by the Japan International Cooperation Agency (JICA), aims tocontribute to promoting inclusive and rapid recovery in the conflict-affected areas of Northern Ethiopia, based on the government's recovery and development plans and strategies. It will validate and present the recovery and development approach by implementing recovery and development pilot activities in education and livelihood improvement sectors that address community recovery needs, promoting effective use of internal and external resources, and strengthening the capacity of federal, regional, and woreda governments/offices.
The Project will be implemented in Afar region for one and half years (March 2026 – October 2027): The pilot activities are currently being planned and will be implemented in Afar to examine the basic model of the recovery and development approach. Following that, the Project will finalize the recovery and development approach based on the verification results and lessons learned from the pilot activity.
The pilot activity in education is expected to restore educational opportunities and educational environment as well as to help people have a sense of belonging and improve their self-esteem and self-confidence through psychosocial support and encouragement of community collaboration. The damage level and need of each target school’s facilities and furniture were already identified. Before the new school year starts, the Project Team will complete school facility rehabilitation and school furniture procurement.
Job Summary
The Engineering Consultant will support planning and implementation of the rehabilitation of the target school facilities with the selected construction company under the direct supervision of the Project Team. S/he will provide management and technical support to the Project Team, monitor progress against plans and report against agreed schedules to ensure quality programming and intended impact.
Responsibilities
- Assess and measure the school facilities and furniture of target schools for estimating the costs and preparing bill of quantities
- Prepare tender documents or purchase order for construction in order to outsource the repair work for the contractors
- Ensures that school facility rehabilitations are executed following the Project policies, approaches, procedures of the Project Team, and the detailed schedule
- Facilitates and supports close communication with the selected contractors and local stakeholders to plan and coordinate the repair work at each target school
- Conducts field trips to target schools for supervising the progress of repair work and providing technical advice with the contractors
- Ensures that productive relationships are established and maintained with target schools, woreda education officers, regional education bureau and other relevant government institutions
- Provide technical advice on the school rehabilitation plan which is initiated by collaboration between the school and the community
- Check the quantity and quality of school furniture which will be produced /repaired and delivered by the selected furniture companies
Qualifications
Required:
- At least a bachelor's degree in engineering or architecture
- Minimum of 5 years of experience in project implementation in engineering, and preferably in school rehabilitation/construction
- Proficiency in verbal and written English/Afar
- Good interpersonal communication skills and ability to effectively liaise with government, community, and other stakeholders
- Proficiency in standard MS office
- Proficiency in budget planning and management
Desired:
- A master’s degree in the above-mentioned fields is highly evaluated
- Working experience in engineering on any programs/projects supported by development partners and NGOs/CSOs in Afar
- Knowledge of the local socio-cultural context of Afar
