Organization Background

Since its establishment in 1997, Willows International (WI) has developed and implemented various versions of a client management system that improves the performance of community-level health care providers and enables women to receive significantly improved, customized, and timely information, services, referrals, and follow-ups in reproductive health care. Willows International has specifically focused on applying its client management system, the Willows Box System, for the betterment of the reproductive choices and services women are offered and receive. Through its programs during the past three decades, Willows empowered over three million women and their partners to develop informed opinions, attitudes, and motivations, and utilize existing family planning and sexual reproductive health (FP/SRH) services that meet their individual needs, situations, and preferences. Our mission is to help women realize their reproductive health goals with the highest quality information and services.

In Ethiopia, Willows International (WI) is collaborating with the Ministry of Health (MoH) to implement a project aimed at optimizing the Health Extension Workers (HEWs) program to improve family planning and reproductive health outcomes for women and their partners. The initiative focuses on strengthening client management and follow-up systems and enhancing the effectiveness of HEWs in the three targeted regions: Oromia, Amhara, and Sidama. WI’s support involves standardizing, customizing, and institutionalizing the Willows Box System within the MoH framework to ensure delivery of tailored information, education, and counseling to clients. Elsewhere, this approach has been shown to reinforce positive behavior changes, promote systematic client follow-up, and strengthen referral linkages between the community and health facilities. Similar successful outcomes are expected to be achieved in Ethiopia.

Position Summary

The Monitoring and Evaluation (M&E) Officer will support the implementation of monitoring, evaluation, and learning systems for Willows International Ethiopia programs. The M&E Officer will assist in collecting, managing, analyzing, and reporting program data to track progress and ensure quality implementation of program activities.

The M&E Officer will work closely with program teams, Health Extension Workers, and the Ministry of Health, regional health bureaus, to ensure accurate and timely data collection and reporting. The position will also support field monitoring, data quality assessments, and the use of digital tools for program data management. The M&E Officer will report to the Monitoring, Evaluation, and Learning Manager and collaborate closely with program staff and the Computer Program Design Specialist to ensure effective data systems and reporting.

Key Duties and Responsibilities Monitoring and Data Collection

  • Support the implementation of monitoring and evaluation systems for program activities.
  • Assist in the development and use of data collection tools, forms, and monitoring templates.
  • Coordinate and support routine data collection from program sites and field teams.
  • Ensure timely and accurate submission of program data from Health Extension Workers and project staff.
  • Maintain organized records of program monitoring data and documentation.

Data Management and Quality Assurance

  • Enter, clean, and manage program data in digital databases and monitoring systems.
  • Conduct routine data verification and validation to ensure accuracy and completeness.
  • Participate in data quality assessments (DQAs) and supportive supervision visits.
  • Work with the Computer Programmer / Database Manager to maintain data systems and resolve data issues.

Data Analysis and Reporting

  • Assist in compiling and analyzing program data to track performance against key indicators.
  • Prepare routine monitoring reports including monthly, quarterly, and annual program reports.
  • Support the MEL Manager in preparing data summaries, dashboards, and presentations.
  • Identify trends, gaps, and challenges in program implementation based on data analysis.

Field Monitoring and Supervision

  • Conduct regular monitoring visits to project sites to verify data accuracy and support field staff.
  • Monitor program implementation and adherence to project guidelines.
  • Provide feedback to field teams to improve data reporting and program performance.
  • Document lessons learned and best practices from field monitoring activities.

Capacity Building and Technical Support

  • Support training of program staff and partners on monitoring tools and data collection procedures.
  • Provide guidance to Health Extension Workers and supervisors on proper data recording and reporting.
  • Promote the use of data for program improvement and decision-making.

Collaboration and Coordination

  • Work closely with program staff, regional health bureaus, and district health offices to facilitate data sharing.
  • Support program review meetings and data presentation to stakeholders.
  • Collaborate with the MEL Manager and program team to ensure alignment of monitoring activities with program objectives.

Other Duties

  • Assist with organizing training sessions, workshops, and review meetings related to monitoring and evaluation.
  • Support baseline assessments, mid-term reviews, and evaluations.
  • Perform other duties assigned by the MEL Manager or Country Director.

Minimum Requirements Education

Bachelor’s degree in Statistics, Demography, Monitoring and Evaluation, Public Health Epidemiology, Social Sciences, or related field.

Experience

  • Minimum 7–10 years of experience in monitoring and evaluation or data management, preferably in health programs.
  • Experience with data collection, monitoring tools, and field supervision.
  • Familiarity with family planning or reproductive health programs is an advantage.
  • Experience working with digital health platforms or mobile data collection tools is desirable.

Technical Skills

  • Proficiency in Microsoft Excel, Word, and PowerPoint.
  • Experience with data management and analysis tools such as SPSS, STATA, or similar.
  • Familiarity with digital health systems such as DHIS2, eCHIS, CommCare, or similar platforms is an advantage.

Language Proficiency

  • Fluency in English, Afan Oromo, and Amharic is required. Key Competencies
