Role Summary

The Procurement Senior Manager will lead and oversee all procurement functions of MSIE to ensure efficient, transparent, compliant, and cost-effective procurement operations. The role will provide strategic leadership in procurement planning, supplier management, contract administration, and supply chain coordination to support uninterrupted programme and operational activities across the organization.

The successful candidate will work closely with programme, finance, warehouse, logistics, supply chain, and leadership teams to strengthen procurement systems, ensure compliance with donor and organizational requirements, and improve value for money.

Key Responsibilities

  • Lead procurement planning and oversee end-to-end procurement processes. 
  • Ensure compliance with MSI policies, donor regulations, and Ethiopian legal requirements. 
  • Manage supplier selection, negotiations, contracts, and performance monitoring. 
  • Strengthen procurement systems, controls, and documentation practices. 
  • Coordinate with supply chain and warehouse teams to support inventory and commodity availability. 
  • Support procurement budgeting, expenditure monitoring, and cost control initiatives. 
  • Lead and mentor procurement staff and support capacity-building initiatives. 
  • Prepare procurement reports and support audit and compliance reviews. 
  • Promote transparency, accountability, and ethical procurement practices. 

Required Qualifications and Experience

  • Bachelor’s or Master’s Degree in Procurement and Supply Chain Management, Business Administration, Logistics, Management, or related field. 
  • Professional certification in procurement or supply chain management is an advantage. 
  • Minimum of 8–10 years of progressive procurement and supply chain management experience, including at least 4 years in a senior leadership or supervisory role. 
  • Proven experience in strategic sourcing, supplier management, contract negotiation, and compliance management. 
  • Experience working in healthcare, NGO, business, or donor-funded environments is desirable. 
  • Strong understanding of donor procurement regulations and procurement best practices. 
  • Excellent leadership, analytical, communication, and stakeholder management skills.
