Project Background

The Malaria Vaccine Modeling and Evaluation Project aims to generate robust, policy-relevant evidence to inform national decision-making on malaria prevention strategies in Ethiopia, including the potential deployment of the R21/Matrix-M™ malaria vaccine. The project integrates advanced in silico modeling with program evaluation and documentation to assess the potential impact, cost-effectiveness, and operational feasibility of vaccine introduction within the broader malaria control program.

This initiative is designed as a critical first phase that will produce evidence to guide investment decisions and serve as a gateway to a potential Phase 2 implementation. The project will be implemented in close collaboration with the Armauer Hansen Research Institute (AHRI), the Ministry of Health Ethiopia, and other key stakeholders to ensure alignment with national priorities and global best practices.

Job Summary

The Program Manager will lead the overall coordination, planning, and operational execution of the project, ensuring seamless implementation of both the in silico modeling and program evaluation/documentation workstreams. The role will be responsible for aligning technical teams, managing timelines, and ensuring that all activities contribute effectively to the generation of actionable evidence for Phase 1 decision-making.

The Program Manager will serve as a critical link between technical and operational functions, facilitating collaboration across partners and maintaining strong communication with stakeholders. Working closely with the Armauer Hansen Research Institute (AHRI), the Ministry of Health Ethiopia, and other partners, the role will ensure alignment with national priorities and smooth project implementation. By ensuring timely delivery of high-quality outputs and proactive risk management, the Program Manager will help position the project for successful transition to Phase 2.

Specific Roles and Responsibilities

  • Lead day-to-day project management, including planning, coordination, and tracking of all workstreams

  • Ensure alignment and integration between in silico modeling and program evaluation activities

  • Coordinate with partners, including research institutions, technical advisors, and implementing teams

  • Develop and monitor workplans, timelines, and deliverables to ensure timely implementation

  • Identify and manage risks, bottlenecks, and dependencies across project components

  • Support stakeholder engagement, including consultations, coordination meetings, and dissemination activities

  • Ensure compliance with donor requirements, reporting standards, and operational procedures

  • Facilitate effective communication across teams and partners to ensure cohesion and clarity

  • Support preparation of high-quality reports, presentations, and documentation

Note: This position is contingent upon funding availability and final award.

  • Master’s degree in Public Health, Health Systems, Project Management, or a related field

  • 8–12 years of experience managing complex health, research, or multi-partner programs

  • Strong project management, coordination, and planning skills

  • Demonstrated experience in stakeholder engagement, including government and research institutions

  • Experience working within Ethiopia’s health system context is strongly preferred

  • Excellent organizational, communication, and problem-solving skills
